Officials in Mumbai, India, demolished over 6,000 shanties today in a push to eradicate the capital city’s slums. In total, 39,000 shanties have been flattened, displacing over 200,000 people, in the city’s biggest-ever demolition drive, which began in early December.

When complete, over 2 million people are expected to be displaced. After wiping out the least desirable shanties, next in line for demolition are the illegal ‘well-off’ shanties and neighborhoods, according to the legal and bureaucratic motions that have been executed toward cleaning up Mumbai’s appearance by lowering the dominance of shanties, which make up 62 percent of Mumbai’s housing.

“As far as eye can see, there are mounds of wood, tin and tarpaulin, the remains of 6,200 illegal homes, flattened by a heavy excavator running on tank-like tracks and giant motorised claws,” the Indian Express reported about today’s destruction. [1]

Chief Minister Vilasrao Deshmukh said that citizens would see a change within six months. “Every chief minister likes to be remembered, and I’m no exception,” said Deshmukh, who despite having an empty exchequer, also announced that Rs 31,000 crore will be spent on new roads, sea links and rail lines. To better understand the differences between fine and digital art, lets first define fine art. According to Merriam Websters Collegiate Dictionary, Eleventh Edition, fine art is defined as: Art (as painting, sculpture, or music) concerned primarily with the creation of beautiful objects.

Now, lets define digital art. The Columbia Electronic Encyclopedia explains that digital art is a contemporary art form where computer technology is manipulated to create distinctive works.

With those definitions in mind, a beautiful oil painting is considered fine art while a breathtaking collage of electronic images would be considered digital art. While you may be able to reach out and touch the brushstrokes on a painting or feel the contours of a sculpture, digital art tends to be less tangible, often appearing on a computer monitor or video display. Thus, the question often arises as to its legitimacy as a real art form.

Digital art also suffers from a perception that, because the artwork is created on a computer, it has less value than a one-of-a-kind object of fine art. Photographers encountered these same perceptions as a single photographic negative or slide is capable of creating countless identical copies of the image. While a digital artist could theoretically mass produce digital art, many digital artists have adopted the same techniques that photographers and lithographers have used successfully: limited editions.

The way that viewers interact with fine art and digital art is different as well. For the most part, looking at fine art is a static experience. Sure, the piece may evoke strong emotions as you look at it, but the experience is primarily visual. Digital art often incorporates multiple images, transitions, audio, and video; the artwork may change based on the viewers actions or movements, especially if touch screens or integrated video cameras are involved.

While fine art is displayed on walls, book shelves, pedestals, and other areas where you can enjoy it, digital art often requires electronic displays. Static digital artwork can be printed on paper or canvas and hung like traditional fine art paintings while multimedia artwork needs a suitable display such as a computer. Digital picture frames and flat panel TVs with suitable inputs open digital artwork display possibilities that didnt exist just a few years ago.

Clearly, fine art and digital art have their differences. But is digital art real art? To answer that question, ask the following questions when looking at a piece of digital art: Is it beautiful? Does it evoke emotions? If you answer yes to either of these questions, the digital art is indeed real art.

Two trains have collided head-on in eastern France at Zoufftgen in the Moselle region of France, close to the Luxembourg border, at around 11:45 local time (09:45 UTC) earlier today. Based on inital reports, BBC News has suggested 10 passenger deaths as well as the those of two train drivers involved in the incident and a track side worker. French officials later confirmed at least 5 dead.

The trains were a french freight train and a Luxembourgeois passenger train. The passenger train was travelling from Luxembourg to Nancy and the freight train was travelling from Thionville to Luxembourg.

There are also at present 20 additional casualties although this number could rise. BBC News has reported, some of the injured may still be trapped in wreckage. Rescuers from France and Luxembourg are at the scene, with BBC reporting that a mobile hospital as well as specialist equipment was on the way.

The cause of the crash is undetermined at present, but due to engineering works, single line working was in operation on the route affected. The trains collided head-on. An SNCF spokesman was quoted as saying “Due of the engineering works, only one way was available and train traffic was alternating” He continued, “For reasons still to be established, the trains found themselves facing each other”.

French Prime Minister Dominique de Villepin and Transport Minister Dominique Perben are understood to be on their way to the scene of the incident.

Eric Soupa, a local official was quoted (BBC News) on French radio: “We are faced with an important and dramatic situation.”According to first reports, the spokesman of SNCF has indicated that the driver of the freight train did not “pass a signal at red” and had actually passed the signal at green.

The U.S. Senate passed a revised bailout bill designed to help the struggling U.S. financial economy, which has measures nearly identical to the bill rejected by the U.S. House of Representatives on Monday.

“Senate Democrats and Republicans believe it is essential that we work quickly on this important legislation to restore confidence to our financial system and strengthen the economy,” said Senate Majority Leader Harry Reid.

The new revisions include raising the FDIC insurance cap to $250,000, a move designed to please progressives. However, the $110 billion in tax breaks, earmarks and what has been called pork barrel spending is not offset by any increases in revenues and has added opposition to the bill from some Representatives in the House.

Earmarks added into the bailout bill included $192 million in tax rebates for the Virgin Islands rum industry, $148 million in tax cuts for the wool industry, $100 million tax cuts to the auto racing industry, and $48 million in Hollywood tax incentives.

Vice President of Taxpayers for Common Sense, Steve Ellis, offered his explanation for the pork and earmarks added in. “People who support some of these provisions will forget about the $700 billion and concerns they may have on that, and say, ‘If you give me a few million in tax breaks for my constituents, I’ll go along'”.

The tactic seems to have worked, however, managing to flip enough votes to pass the bill.

“The inclusion of parity, tax extenders and the FDIC increases has caused me to reconsider my position,” said Representative Jim Ramstad (R Minnesota), who voted against the previous bill on Monday. “All three additions have greatly improved the bill.”

But Representative Marcy Kaptur (D Ohio) was not changing her no vote. “I will not support this legislation because it’s the wrong medicine,” she said.

The Senate took H.R.1424, a bill originating in the House concerning “equity in the provision of mental health and substance-related disorder benefits under group health plans, to prohibit discrimination on the basis of genetic information with respect to health insurance and employment,” and extended it with the bailout provisions.

H.R.1424 was introduced on March 9, 2007, by Rep. Patrick Kennedy (RI-1) and had the support of First Lady Rosalind Carter. It is noted on the Congressional Website that “On 10/1/2008, the Senate passed H.R.1424 as the vehicle for the economic rescue legislation. In the EAS version of the bill (Engrossed Amendment as Agreed to by the Senate), Division A (pp.1-110) is referred to as the Emergency Economic Stabilization Act of 2008; Division B (pp. 110-255) is referred to as the Energy Improvement and Extension Act of 2008; and Division C (pp. 255-441) is referred to as the Tax Extenders and Alternative Minimum Tax Relief Act of 2008.” It was not treated as an appropriations bill in the House.

There were two votes in the Senate. The first was to amend H.R.1424, which required 3/5 to be accepted, which it was. The second was a vote on the bill. Passage of the Bill required only a 1/2 majority. It was passed with 74 yeas and 25 nays. Senator Kennedy did not vote.

The BBC have announced the appointment of Bob Shennan as controller for BBC Radio 2 and BBC 6 Music. Shennan was previously controller at news and sports station BBC Radio Five Live and head of Channel 4‘s abortive 4 Digital Group radio venture. Channel 4 had won a licence to launch three digital radio stations but dropped the plans at an advanced stage in the face of the economic downturn.

At Five Live Shennan increased listening figures to 7 million. Critics claimed that this was achieved through the introduction of phone-in shows and a decline in coverage of harder news. He also launched the part-time digital-only station BBC Radio Five Live Sports Extra.

The BBC’s director of Audio and Music told The Stage that Shennan is “an outstanding leader with extensive radio experience and a proven track record in station management”. He said that “Bob’s energy, enthusiasm and passion for Radio 2 will ensure that the station remains creative and vibrant, and continues to offer unique programmes to the widest possible audience”.

Radio 2 is Britain’s most popular radio station with 13.06 million listeners and a 16% share. 6 Music is the network’s digital-only sister station. The post of controller became vacant last year when Lesley Douglas resigned following the scandal over crude phone calls made by Russell Brand and Jonathan Ross to actor Andrew Sachs during a pre-recorded music programme.
