Regional U.S. telephone giant SBC Communications is one step closer to offering cable television to the 18 million households in its 13 state coverage area. The company announced a $195 million contract with Scientific-Atlanta Thursday to provide a video operations center and regional hubs for the new service. Under the brand name, U-verse, the SBC’s television rollout is set to launch in 2006 after field trials begin later this year.

The company is seeking the so-called “triple play,” where a telecommunications company offers voice, data and video in one bundled package. Local telephone companies like SBC have been losing business to cable TV companies, which have added telephone and Internet services in recent years.

In a slew of recent deals, SBC is looking to stop that trend. Within the past six months it has signed alliances with various technology firms to build out a fiber network to the home strategy. For instance, SBC has a $1.7 billion deal with Alcatel to build out its fiber optic network and a 10-year, $400 million, pact with Microsoft to license its IPTV technology to allow multi-channel television to stream over its Internet backbone.

In most of the U.S. only cable TV companies like Comcast have been able to offer the “triple play” of voice, video and data services. But traditional phone companies like SBC and Verizon have been upgrading their copper wire telephone networks to fiber optic. SBC says it plans to spend billions of dollars to overhaul its telecommunications network, saying the aging and brittle copper wires which were originally laid in the early 1900s do not have enough bandwidth to allow television capability.

Late on Thursday, at approximately 21:20 local time, the home of Cristián Larroulet, the nominated Ministry General Secretariat of the Presidency under President-elect Sebastián Piñera of Chile, was burglarized while his wife and son were home alone. Two suspects physically assaulted them, before making off with valuables.

Future Ministry Larroulet lives in the Santiago commune of Las Condes. Two subjects, presumed to be teenage delinquents, were surprised to find Larroulet’s wife, María Isabel Philippi, and son, Matías (aged twenty), on the premises. The two suspects, who used metal beams as weapons, proceeded to tie up their two victims with shoe laces, and assault them. Within ten minutes the suspects, whom the Chilean media describes as “anti-socials”, rampaged the home, leaving with jewelry, electronics including a laptop and an iPod, and other items.

Piñera arrived at the home at 00:10 hours on Friday in solidarity and support of Larroulet and his family. Both the identity and whereabouts of the two suspects is unknown at this time. The Chilean Carabineros (the uniformed national police) of the OS-9 force will continue with a full investigation. Larroulet stated on Friday morning that both his wife and son are in good condition following what he described as a “very raw experience.”

In the 1990’s, Chile’s crime rate was below that of the United States. In the past decade, however, Chileans have experienced an increase in violent burglary crimes, which are currently rated as moderate to high. One of Piñera’s main campaign promises was to combat crime in Chile, having posted billboards throughout the country reading, “Delinquents, your party is over.” Larroulet has criticized the politics directing citizen security under the current government party, the Concertación, stating, “I have no doubt that those governing the Concertación are missing a clearer political determination for combating delinquency,” adding “the importance is in condemning these acts and voice that combating delinquency is a priority for all Chileans.”

On Monday, France announced a rescue plan for its struggling automotive industry. The plan totals 6.5 billion (US$8.5 billion). The European Commission, which enforces European Union legislation, said the conditions may break EU rules.

The plan calls for PSA Peugeot Citroën and Renault, the two largest French automakers, to receive a five-year loan of €3 billion at 6% interest, each. Meanwhile, Renault Trucks, which is owned by Volvo Group of Sweden, will receive a €500 million loan.

French President Nicolas Sarkozy said that the funds should be invested in environmental technology. Sarkozy added that “Renault and PSA have also committed to not to close any production sites for the duration of their loan and to do whatever they can to avoid layoffs.”

“It’s a commitment that I applaud because it ensures that this acute but temporary crisis will not destroy our industrial base and automotive know-how,” the President concluded.

The European Commission is concerned about the implied obligation to not close production facilities, which would go against EU rules.

“There are indications that carmakers will be obliged to maintain their center of production in France as a condition for government support,” said Jonathan Todd, a spokesman for the Commission on Tuesday in Brussels. “The Commission will not authorize aid that would tend to undermine the single market.”

Conditions that violate these rules “would render the aid illegal and will not be tolerated by the commission,” Todd said. “If there are measures that question the single market, the risk would be that the recession would be much worse, even becoming a depression as in the 1930s.”

“Today the Commission has written to the French authorities to ask for clarification of the plan,” Todd explained at a briefing. “We have not actually reached any conclusions as regards the French measures. We have a few concerns with what we saw in the press.”

Slovakia has already said that it will appeal to the EC, if the loans amount to a distortion of competition law.

“The philosophy of the EU is a single market without any barriers to transfer products and services,” Ján Po?iatek, the finance minister of Slovakia said.

In Germany, Verband der Automobilindustrie executive director Klaus Braeunig said that the French plan is “a clear distortion of competition.” He added, “We don’t want an international race in subsidies.”

It may be a testament to the rock-solid nature of the K4 version 5 platform that many publishers have opted stick with V5, or it could simply be a case of “If it ain’t broke don’t fix it.” Regardless of the reason, as K4 Version 5 begins to grow long in the tooth and K4 Version 6 continues to add more features it becomes harder for publishers to continue putting off an upgrade.

We’ve written the article below to introduce both the core features of K4 Version 6, the newest features of version 6.3 and to discuss concerns about migrating from version 5. Core Features of Version 6 Let’s start with the basics. For those of you who have not been following along with the new direction vjoon has taken with K4 V6, here’s a quick rundown core features of the version 6 platform: Task-Driven Workflow A workflow defined in K4 Version 5 consisted of a number of different article and layout statuses that were configured in a linear sequence. These statuses served as milestones that ushered documents from a starting point to the final stage. K4 Version 6 allows for greater flexibility in defining workflows with more control and granularity. In addition to defining milestone statuses, K4 V6 allows for status-based tasks. With K4 Version 6 you have the option of using MySQL Advanced, Microsoft SQL Server or Oracle as the database backend. Adobe CS5 Compatibility If you are looking to upgrade to Adobe Creative Suite 5, you will need to upgrade to K4 Version 6 as vjoon will not be releasing an updated set of K4 Version 5 plugins for CS5. New Features in K4 6.3R3 Active Director / LDAP Integration Finally! K4 Version 6.3R3 includes support for LDAP/Active Directory used for user authentication. User access and account management can be achieved through active directory, while defining K4-specific permissions within K4 Admin. You can also import users from a Directory Server. Distributed Enterprise System/Local Data Storage (K4DES/K4LDS) The new Digital Enterprise Server (DES) gives publishers that work with remote offices additional options for optimizing their workflows. By adding in a DES/LDS server to a remote office, K4 users will be able to check-out files at local network speeds while all content and metadata is synced to a master K4 server. Each LDS has its own database that synchronizes with the main K4 Server supplying and updating the required data on a real-time basis. LDS eliminates the issue of long check-out times for large documents across the network to remote offices. K4 6.3R3 also includes a number of familiar version 5 features that were previously unavailable in version 6 such as: – Mail Notification: Users can now be notified when a task is assigned to them. – Content panel: You can now search, archive, and delete from within the K4 Admin.> – Active User Display: You now have the ability to display a list of which users are logged into the K4 system. You also have the ability to log-out users to free up needed licenses. K4 User Features: – Simple/Advanced Article: Editorial and Production staff alike can now choose to Accept the task for the whole article, and essentially turn off the ability to check out individual story parts. This will mimic the behavior of articles in 5.9. When you add a new text object to an article the workflow will be started automatically with no additional dialog box. – Control Tasks: This feature allows users to the ability to change the current task and status of a document without having to open the document. The Australian Bureau of Statistics is responsible for some of Australia’s largest surveys, including the Census of Population and Housing, held every five years. At its head is the Australian Statistician. The current Statistician, Brian Pink, started in his position on March 5, 2007, following the retirement of predecessor Dennis Trewin. In Centerton, Indiana a man is alive thanks to his 2 dogs.

Bill Burns was taking his nightly stroll with his dogs, Butch and Dusty, when he had a severe diabetic attack in a cornfield.

His dogs immediately reacted.

Morgan County sheriff’s Deputy, Steve Hoffman, was on a rural road just finishing with a traffic stop, when he noticed a light shining from a cornfield. “I noticed what appeared to be an illumination or a light that was flickering and facing my direction,” Hoffman said. When he got out of his car and walked to where he saw the light, he found Butch was holding a flashlight like he would a bone, in his mouth. Meanwhile, Dusty had stretched himself across Mr. Burns to try and keep him warm.

Hoffman said he then noticed that Mr. Burns was wearing a diabetic medical bracelet and immediately took him to the hospital.

Burns says that he does not remember the ordeal, but thinks that Hoffman even seeing the light is remarkable enough for him.

“It’s got to be just fate or faith, one or the other,” Burns said.

The dogs “definitely are the heroes in the story,” said Hoffman.

Burns was in the hospital nearly 4 days before he had been released.

“Had he not had the dogs with him that evening, I think the outcome would have been a lot worse,” Hoffman said.

CARACAS, Venezuela –The Brazilian President Luiz Inácio Lula da Silva met the Venezuelan President Hugo Chavez on February 14, 2005 in Caracas, Venezuela. Brazil and Venezuela signed agreements of cooperation on many areas. According to the Brazilian government this was a strategical encounteur. This meeting is the first of three meetings that President Lula will have with South American Presidents in three days. The scheduled meetings are with the presidents of: Venezuela (February, 14), Guiana (February, 15) and Suriname (February, 16).

President Lula was accompanied by the following comitiva: the Minister of Development, Industry, and External Trade Luiz Fernando Furlan, the Minister of Finance Antônio Palocci, the Minister of Foreign Relations Celso Amorim, the Minister of Health Humberto Costa, the Minister of Mines and Energy Dilma Roussef, the Minister of Tourism Walfrido Mares Guia, the President of Petrobras José Eduardo Dutra, the President of National Economic and Social Development Bank (BNDES) Guido Mantega, the President of Eletrobrás Silas Rondeau Cavalcante Silva and the Special Secretary for Aquaculture and Fisheries José Fritsch. In addition a delegation of executives representing enterprises from Brazil accompanied the President.

The Brazilian Ministry of External Relations told the trip aims the construction of a strategical alliance and commercial integration between both countries. The Brazilian Presidential Advisor Marco Aurélio Garcia said:”With this gesture, Brazil will consolidate one of its major political goals, which is the constitution of a South American community of nations”. He added: “These agreements with Venezuela are strategical. We want this agreement as a model for other agreements in the region.”

According to President Lula the integration of the Latin America is the priority number one of his government. Days before the arrival in Venezuela and commenting about the trip Lula said: “We’re going to do the same thing in Colombia and in other countries in which integration is no longer a campaign speech but part of the way we deal with real things, day to day”.

The integration of the Latin America is the politics repeatedly proposed by Lula during the meetings of the Foro de São Paulo. According to him and the others members of the Foro there must be a integration among all the left parties and governments of Latin America. The union aims to be an alternative and opposing force to the politics and influence of the richest countries, mainly the United States. The National Transportation Safety Board (NTSB), the agency responsible for investigating transportation accidents in the United States, released updates on three major investigations on June 14.

The NTSB, well known publicly for its involvement in the investigation of aviation incidents which involve harm or loss of human life, is also an agency that oversees the transportation of refined petroleum and gas products, chemicals and minerals.

The agency determined the cause of a natural gas pipeline explosion that killed six. It also detailed the cause of an accidental release of 204,000 gallons of anhydrous ammonia from a pipeline in an environmentally sensitive area, and released preliminary information involving two commercial aircraft coming within 30-50 feet of each other on a runway.

In the gas explosion disaster, the towing vessel Miss Megan, which was of specifications that did not require inspection by the United States Coast Guard, was being operated in the West Cote Blanche Bay oil field in Louisiana by Central Boat Rentals on behalf of Athena Construction on October 12, 2006. The Miss Megan was pushing barge IBR 234, which was tied along the starboard side of barge Athena 106, en route to a pile-driving location. Athena Construction did not require its crews to pin mooring spuds (vertical steel shafts extending through wells in the bottom of the boat and used for mooring) securely in place on its barges and consequently this had not been done. During the journey, the aft spud on the Athena 106 released from its fully raised position. The spud dropped into the water and struck a submerged, high-pressure natural gas pipeline. The resulting gas released ignited and created a fireball that engulfed the towing vessel and both barges. The master of the towing vessel and four barge workers were killed. The Miss Megan deckhand and one barge worker survived. One barge worker is officially listed as missing.

The NTSB blames Athena Construction for the disaster, citing in the final report that Athena Construction’s manual contained no procedures mandating the use of the safety devices on the spud winch except during electrical work. It was found that if the Athena 106 crew had used the steel pins to secure the retracted spuds during their transit, a pin would have prevented the aft spud from accidentally deploying. Furthermore, the spud would have remained locked in its lifted position regardless of whether the winch brake mechanism, the spud’s supporting cable, or a piece of connecting hardware had failed.

The NTSB also found that contributing to the accident was the failure of Central Boat Rentals to require, and the Miss Megan master to ensure, that the barge spuds were securely pinned before getting under way. The Board noted that investigators found no evidence that the Miss Megan master or deckhand checked whether the spuds had been properly secured before the tow began. While Central Boat Rentals had a health and safety manual and trained its crews, the written procedures did not specifically warn masters about the need to secure spuds or other barge equipment before navigating. The NTSB stated that the company’s crew should have been trained to identify potential safety hazards on vessels under their control.

NTSB Chairman Mark Rosenker said of the investigation’s results, “Having more rigorous requirements in place could have prevented this accident from occurring. Not only do these regulations need to be put in place but it is imperative that they are enforced and adhered to.”

The NTSB has made a number of safety recommendations as a result of this accident and the subsequent investigation. Recommendations were made to Athena Construction and Central Boat Rentals to develop procedures and train the employees of its barges to use the securing pins to hold spuds safely in place before transiting from one site to another.

The most major of the other recommendations are:

To the Occupational Safety and Health Administration:

  • Direct the Maritime Advisory Committee for Occupational Safety and Health to issue the following documents document to the maritime industry: (1) a fact sheet regarding the accident, and (2) a guidance document regarding the need to secure the gear on barges, including spud pins, before the barges are moved, and detailing any changes to your memorandum of understanding with the Coast Guard.

To the U. S. Coast Guard

  • Finalize and implement the new towing vessel inspection regulations and require the establishment of safety management systems appropriate for the characteristics, methods of operation, and nature of service of towing vessels.
  • Review and update your memorandum of understanding with the Occupational Safety and Health Administration to specifically address your respective oversight roles on vessels that are not subject to Coast Guard inspection.

The NTSB also released the result of its investigation into an environmental disaster in Kansas on October 27, 2004 in which 204,000 gallons (4,858 barrels) of anhydrous ammonia was spilled from a ruptured pipeline in Kingman into an environmentally sensitive area. Chemicals from the pipeline entered a nearby stream and killed more than 25,000 fish, including some fish from threatened species.

The incident reached the scale that it did due to operator error after the initial rupture. The 8 5/8-inch diameter steel pipeline, which was operated by Enterprise Products Operating L.P., burst at 11:15 a.m. in an agricultural area about 6 miles east of Kingman, Kansas. A drop in pipeline pressure, indicating abnormal conditions or a possible compromise in pipeline integrity, set off alarms displayed on the computerized pipeline monitoring system. Shortly after the first alarm the pipeline controller, in an attempt to remedy the low pressure, increased the flow of anhydrous ammonia into the affected section of pipeline. A total of 33 minutes elapsed between the time when the first alarm indicated a problem with the pipeline and the initiation of a shutdown.

In its initial report to the National Response Center (NRC), the pipeline operator’s accident reporting contractor reported a release of at least 20 gallons of ammonia, telling the NRC that an updated estimate of material released would be reported at a later time. No such report was ever made. Because of the inaccurate report, the arrival of representatives from the Environmental Protection Agency was delayed by a full day, affecting the oversight of the environmental damage mitigation efforts.

The cause of the rupture itself was determined to be a pipe gouge created by heavy equipment damage to the pipeline during construction in 1973 or subsequent excavation activity at an unknown time that initiated metal fatigue cracking and led to the eventual rupture of the pipeline.

“We are very fortunate that such highly toxic chemicals of the size and scope involved in this accident were not released in a populated area,” commented Rosenker. “Had this same quantity of ammonia been released near a town or city, the results could have been catastrophic.”

As a result of this accident, the NTSB made the following safety recommendations:

To the Pipeline and Hazardous Materials Safety Administration:

  • Require that a pipeline operator must have a procedure to calculate and provide a reasonable initial estimate of released product in the telephonic report to the National Response Center.
  • Require that a pipeline operator must provide an additional telephonic report to the National Response Center if significant new information becomes available during the emergency response.
  • Require an operator to revise its pipeline risk assessment plan whenever it has failed to consider one of more risk factors that can affect pipeline integrity.

To Enterprise Products Operating L.P.:

  • Provide initial and recurrent training for all controllers that includes simulator or noncomputerized simulations of abnormal operating conditions that indicate pipeline leaks.

“The severity of this release of dangerous chemicals into the community could have been prevented,” said Rosenker. “The safety recommendations that we have made, if acted upon, will reduce the likelihood of this type of accident happening again.”

As well as concluding their investigation of the above accidents, the NTSB also released preliminary information regarding a serious runway incursion at San Francisco International Airport between two commercial aircraft on May 26, 2007.

At about 1:30 p.m. the tower air traffic controller cleared SkyWest Airlines flight 5741, an Embraer 120 arriving from Modesto, California, to land on runway 28R. Forgetting about the arrival airplane, the same controller then cleared Republic Airlines flight 4912, an Embraer 170 departing for Los Angeles, to take off from runway 1L, which intersects runway 28R.

After the SkyWest airliner touched down, the Airport Movement Area Safety System (AMASS) alerted and the air traffic controller transmitted “Hold, Hold, Hold” to the SkyWest flight crew in an attempt to stop the aircraft short of runway 1L. The SkyWest crew applied maximum braking that resulted in the airplane stopping in the middle of runway 1L. As this was occurring, the captain of Republic Airlines flight 4912 took control of the aircraft from the first officer, realized the aircraft was traveling too fast to stop, and initiated an immediate takeoff. According to the crew of SkyWest 5741, the Republic Airlines aircraft overflew theirs by 30 to 50 feet. The Federal Aviation Administration has categorized the incident as an operational error.

The NTSB sent an investigator to San Francisco, who collected radar data, recorded air traffic control communications, and flight crew statements, and interviewed air traffic control personnel prior to the NTSB making the preliminary release.
