The head of the International Monetary Fund (IMF) says the world is on the brink of a global recession but predicts the economy will begin to recover by late 2009.

Dominique Strauss-Kahn, Managing Director of the IMF, stressed nations must work together to avert a global recession and warns there is “no domestic solution” to the crisis. He also said this week’s coordinated interest rate cuts around the world are a good example of the international cooperation needed to restore faltering economies.

Furthermore, he announced the IMF has activated an emergency program Wednesday that allows the fund to provide loans more easily and quickly to emerging countries in economic trouble. This program was first used during the 1997 Asian crisis.

The program might be used in Iceland, which has seen major problems hitting the financial sector. Iceland has been forced to nationalize the three largest banks and, most recently, Kaupthing Bank.

The IMF chief made these remarks in Washington D.C. on Thursday, as top officials from IMF nations and the G-7 industrialized countries are gathering for meetings on economic issues. U.S. President George Bush is set to meet with G-7 finance ministers at the White House on Saturday.

A thirteen-month-old Canadian infant dying from a unknown neurological condition was transferred Sunday night from a Canadian hospital, where he had received treatment since October 2010, to a U.S. hospital. In January, a Canadian Superior Court judge had ruled that the Canadian hospital could remove the infant’s breathing tube against the parents’ wishes and issued a do-not-resuscitate order.

‘Now that we have won the battle against the medical bureaucracy in Canada, the real work of saving Baby Joseph can begin.

According to court documents, Joseph Maraachli, known as “Baby Joseph”, has been repeatedly diagnosed as in a vegetative state with no hope of recovery after suffering an episode of “seizure activity” at age six months. At that time, an MRI showed “a reduction in brain size associated with cells dying from metabolic stress.” He stopped breathing in October and was hospitalized at Ontario’s London Health Sciences Centre (LHSC) where he remained until Sunday. A panel of five pediatric clinic and three neurology physicians subsequently concluded that “there will be no recovery and no treatment options exist for this progressive neurodegenerative disorder.”

The infant’s parents, Moe Maraachli and Sana Nader, wanted Joseph to receive a tracheotomy, which combined with mechanical breathing devices, would allow him to be transferred home, his family acting as care givers. Several years previously, the Maraachli’s daughter had died of a similar neuro-degenerative condition. They used their daughter, Zina, as an example. After doctors performed a tracheotomy on her, she returned home for several months before returning to die at the hospital. This time hospital refused to perform a tracheotomy on Joseph because there was no hope of recovery. After the judge ruled in the hospital’s favor in January, pressure against the hospital intensified and the hospital received threats.

The case has generated controversy primarily from groups such as the Terri Schiavo organization, Priests for Life (PFL), and the American Center for Law & Justice who represents the parents. The parents transferred the infant to the Cardinal Glennon Children’s Medical Center in St. Louis, Missouri to obtain a second opinion. PFL nation director, Father Pavone, traveled to Canada Sunday night to aid in the transfer. He said in a press release: “After around-the-clock negotiations, this really became a race against time.”

After successfully moving Joseph to the St. Louis hospital, Father Pavena said, “Now that we have won the battle against the medical bureaucracy in Canada, the real work of saving Baby Joseph can begin.”

Ren and Stimpy. Bugs Bunny. Philip J. Fry and Professor Hubert Farnsworth on Futurama. Sparx. Bi-Polar Bear. Popeye the Sailor Man. Woody Woodpecker. You may not think you have ever heard Billy West, but chances are on a television program, a movie, a commercial, or as Howard Stern’s voice guru in the 1990’s, you have heard him. West’s talent for creating personalities by twisting his voice has made him one of a handful of voice actors—Hank Azaria and the late Mel Blanc come to mind—who have achieved celebrity for their talent. Indeed, West is one of the few voice actors who can impersonate Blanc in his prime, including characterizations of Bugs Bunny, Daffy Duck, Elmer Fudd and other characters from Warner Bros. cartoons.

What is the fulcrum in Mr. West’s life that led him to realize a talent to shape personalities with his voice, and how did the discovery of that gift shape him? Wikinews reporter David Shankbone found that like many great comedians, West faced more sour early in life than he did sweet. The sour came from a physically and emotionally abusive alcoholic father (“I could tell you the kind of night I was going to have from the sound of the key in the door or the way the car pulled up.”), to his own problems with drug and alcohol use (“There is a point that you can reach in your life where you don’t want to live, but you haven’t made the decision to die.”).

If sin, suffering and redemption feel like the stages of an endless cycle of American existence, West’s own redemption from his brutalized childhood is what helped shape his gift. He performed little bits to cheer up his cowed mother, ravaged by the fact she could not stop her husband’s abuse of young West. “I was the whipping boy and she would just be reduced to tears a lot of times, and I would come in and say stuff, and I would put out little bits just to pull her out of it.”

But West has also enjoyed the sweet. His career blossomed as his talent for creating entire histories behind fictional characters and creatures simply by exploring nuance in his voice landed him at the top of his craft. You may never again be able to forget that behind the voice of your favorite character, there is often an extraordinary life.

Almost all the prisoners kept in Kandahar jail have escaped after the building was attacked by Taliban militants. Police have reported that “a suicide attacker drove his way into the main gate of the prison, it was very strong and destroyed the gate and two sides of the surrounding wall.” About 350 militants participated in the attack, and 15 guards were killed, while about 1,000 prisoners escaped.

The Taliban used a combination of two suicide bombers and roughly 30 other militants on motorcycles with rockets and small-arms to attack the prison. The suicide bombers destroyed the main gate to the prison, as well as a wall. Afterwards, the other militants engaged in a massive gun attack on the prison guards, allowing prisoners to escape.

A state of emergency has been declared throughout Kandahar province, as large numbers of both Afghan and NATO forces have been deployed to track down the escaped prisoners.

The International Monetary Fund and the European Union approved aid packages to help Georgia recover from its conflict with Russia, which occurred in early August. The IMF approved a US$750 million loan which will allow Georgia to rebuild its currency reserves. The European Union also approved an aid package of 500 million in aid by 2010, which is expected to help internally displaced people (IDPs) and economic recovery in the form of new infrastructure. Only €100 million of the EU aid will be given to Georgia this year.

These loans are aimed to restore confidence in Georgia’s economy and send a signal to international investors that Georgia’s economy is sound. According to the IMF, international investors have been “critical to Georgia’s economic growth in recent years.”

Takatoshi Kato, Deputy Managing Director and Acting Chairman of the IMF executive committee, said the loan will “make significant resources available to replenish international reserves and bolster investor confidence, with the aim of sustaining private capital inflows that have been critical to Georgia’s economic growth in recent years.”

Georgia has requested $2 billion in international aid to help it recover from the conflict. So far, the United States has pledged $1 billion in aid. Further assistance and loans to Georgia are expected from other organizations. Kato noted that “…Georgia is expected to receive financial assistance from multilateral and bilateral donors and creditors in support of the reconstruction effort.” It is expected that an international donors’ conference will take place next month to solicit more aid for the country.

Georgia’s government expects that economic growth will be more than cut in half as a result of the conflict. Last year, Georgia’s GDP increased 12.4% and it is predicted by the IMF that growth will be less than 4 percent in the coming year.

Prior to the September 25 launch of “Halo 3” Microsoft Taiwan held “Mayday Fans Meeting” last Sunday (September 16) and “SBL Players Meeting” today, and set experiencing area at PAMC KMall in Taipei on continuous holidays of the Moon Festival (September 22 to 25).

A famous Taiwanese Band “Mayday” were invited by Microsoft Taiwan for the voice casting of “Halo 3” and they wrote a theme song named “Zhua Kuang (English Meaning: Crazy)” and produced its special MV with conjunction of “Halo 3” promotional videos. This special video is available before September 25 in the 5th Square of Station Front Metro Mall in Taipei.

Not only “Mayday Fans Meeting” at September 16, Microsoft Taiwan also invited Yulon Dinosaur Basketball Team players Hsueh-lin “Iverson” Li and Chih-chung “Virus” Chen have friendship matches with a 17-year-old girl player Shih-ching Wang. Ms. Wang showed her performance at the friendship matches with 3-straight-sets speedily winnings.

After the friendship matches, Microsoft Taiwan held a charity bidding event with a Xbox 360 console signed by Hsueh-lin Li and Chih-chung Chen and donated the charity earnings to Taiwan Fund for Children and Families. With the global launch of “Halo 3”, Microsoft Taiwan helped the disadvantaged and poor children with this charity bidding.

After the pre-launch series, Microsoft Taiwan will invite Ruru Wei-ru Lin at the launch day of “Halo 3” on September 25 at PAMC KMall in Taipei.

Richard Roberts, the President of Oral Roberts University, and his wife, Lindsay Roberts, are accused of illegal political contributions, financial wrong-doing, and wrongful firings in a lawsuit filed Tuesday.

The lawsuit was filed by three former professors who claim “they were wrongfully dismissed after reporting the school’s involvement in a local political race.” According to KTEN television news, “Roberts’ statement says personal expenses are charged to him and he personally pays them on a monthly basis.” On October 3, Roberts “told students and faculty during his weekly chapel Wednesday that the lawsuit is about intimidation, blackmail and extortion.”

Richard has been president of ORU since his father, Oral Roberts university founder and former faith healer, “semi-retired” in 1993.

On July 18, 2005 CN Rail notified the CAW that they intend to cancel the CN-CAW previously Negotiated Health & Safety Plan. The CAW will be going to arbitration this fall to address the issue. The CAW has asked that employees notify their Health and Safety Rep about any safety concerns at the work place.

One terminal has lost 5-6 full-time positions. CN Rail used to have part-time positions filled as well, but at this time there are no part-time employees to cover work if a full-time employee is absent. Overtime is necessary to keep the trains running on time. Intermodal traffic goes up, but staff goes down. CN Rail expects the trains to go out on time, and in a safe condition, but staff is overworked, because there are not enough of them. In fact, one worker noticed that most of the rail cars that contained 40 foot overseas containers did not have their loading guides in place. Trains are not allowed to go out without these guides placed into the cars (the guides stop the loads from swaying from side to side in the cars), important for safety with double stacked containers, but it seems that in this case the lack of employees forced the train to leave without them.

Some recent derailments have come to the attention of the media and politicians.

On August 3rd 2005 there was a derailment in Wabamun Lake Alberta that spilled toxins into the lake. 2 days later there was a derailment in Cheakamus River near Squamish BC. Both derailments spilled hazardous materials into the water. Many are saying that CN took too long to notify people of the toxic spills.

The Conductor on each train carries with him the shipping manifest with him and has access to that information at all times. Almost any CN terminal that has a clerk working at it with access to the CN Intranet can get this information within minutes.

CTV news has said that this is the 5th derailment for CN this month.
