Voters in the small Channel Island of Sark, a Crown dependency of the British Crown, have voted in their first democratic election, bringing an end to almost 4½ centuries of feudal rule.

Voting in the election opened at 10:00 local time (UTC) today, and closed at 18:00. The result is expected to be announced at 22:00.

57 candidates were competing for the votes of the 474 residents eligible to participate in the election, to win 28 seats.

Roger Olsen, the first person to vote in the election, commented on the transition to democracy. “Sark has an opportunity to express itself, to determine its own destiny,” he commented. “We like to make our own decisions. Now we’re set up to do exactly that,” he continued.

He also stated the he believed the island needed “fresh eyes, new blood and a new perspective”.

Suzie Thorpe, the next voter, commented on the issues which concerned her during this election. “We need a good sustainable economy. But we don’t want the island to change too much. We don’t want any helipads, thank you.”

Sark was the last feudal state remaining in the Western world, and the transition was forced by European human rights legislation that requires democratic governments.

On Wednesday, English football club Manchester City F.C. announced that they had loaned their goalkeeper Joe Hart to Italian club Torino F.C. till the season end.

Hart joined City from Shrewsbury Town F.C. in 2006. Since then, he has won four Premier League Golden Gloves for keeping most clean sheets in a season, which is a League record. In a decade at the Etihad Stadium, Hart has won two Premier League trophies, two Football League Cups and one FA Cup.

Hart debuted for England at the age of 21, and has represented the country at UEFA Euro 2012 and 2016 and FIFA World Cup 2014.

Signing the contract, Hart said, “I am very excited to compare myself in an important and beautiful League such as Serie A.” ((it))Italian language: ?Sono molto felice di potermi confrontare in un campionato bello e difficile come la Serie A.

Goalkeeper Joe Hart’s move away from Manchester City came about a week after Pep Guardiola signed Chilean goalkeeper Claudio Bravo from FC Barcelona.

Brazil beat Croatia in the second Group match, in Berlin, Tuesday, but only by one goal.

Croatia had sat back and made it difficult but Brazil seemed to be in no great hurry to impress and was satisfied with the margin of victory.

One noticeable feature of the match, Brazilian forward Ronaldo appeared to display an exaggerated lack of interest in the game. Carlos Alberto Parreira substituted the Real Madrid striker after just over an hour.

“I don’t know what happened to him,” Robert Kovac, the Croatian centre-back said. “He didn’t run … It was very easy,” he said.

Second best to three Croatian defenders, with the experience of 181 caps between them, Ronaldo did not get a shot on goal until the second half.

The 72,000 fans in the Olympia Stadium saw the best of Brazil in the first half with Kaka and Ronaldinho bright in midfield. Lacking muscle from Ronaldo, Brazil was confined to long range shooting.

Roberto Carlos fired a shot from 40 yards, which was put over by Stipe Pletikosa; the Croatia keeper then, after 15 minutes of the match, tipped a Ronaldinho effort behind. Cafu also had a shot on target and another from Kaka went wide.

A successful long-range effort came from Kaka at 42 minutes. At the top of the semi circle he curled the ball with the inside of his left foot, the keeper’s right hand not even close.

The World Cup champions of 2002 were tested in defence as the Croatians probed for an equaliser. But the team with red and white chequers did not use their 50 per cent of possession to create many clear openings, nor did they capitalise on Brazilian errors.

On 59 minutes Brazil’s defence had a lapse in concentration: a misplaced pass between the back three nearly allowed the quick Croatian substitute Ivica Olic a chance on goal. The advantage came to nothing as the defence recovered.

The best Croatian chance fell to Niko Kranjcar, minutes from the end. When the cross came into the box the midfielder was unmarked – but his header went far over the bar.

The Croatian manager, Zlatko Kranjcar might consider a one-goal loss a good result against the reigning champions. Carlos Alberto Parreira might think by Brazil’s high standards the game was a bad training session.

But the result was a win and was Brazil’s eighth successive World Cup win, a tournament record.

Every year, the rates are increasing. More and more, people are getting injured, if not killed, from automobile accidents.

Unfortunately, most of us will experience this type of accident at some time. That’s why it is important for us to know certain things that will provide significant assistance when we are in a car accident.

Remain at the scene of the accident.If you are in an auto accident involving injury, or substantial damage to property, stay at the scene of the accident until the police arrive and tell you that you can leave. There are laws requiring people involved to stay put and wait for the police to arrive and investigate. Leaving the scene of the accident can get your license revoked, or worse, your behavior can result to criminal charges.

Protect the injured.If you are trained in providing first aid, administer if somebody is injured. However, it is important to remember never to move an injured person. Moving him/her may result to further damage. Ask for somebody to contact the police and report the incident. The person to contact the police should inform that people are injured, and if possible, the number of persons injured so that there will be enough emergency personnel to respond to the accident. If the accident occurred on the roadway, turn on your flashers, or use flares to warn approaching traffic of the accident.

Get information.In any accident, it is important to get information that you will use later on, especially during your insurance claim. The following are the information you should know:

  • The other driver’s name, address, driver’s license number, insurance information, and license plate number.
  • If there are witnesses, get their names, addresses, and telephone numbers.
  • Ask for a business card from the police officer who investigated the traffic scene. Also get the “incident number” so that you can obtain an accident report. Most officers will provide you with the information even if you don’t ask.
  • Take note of the locationthe road conditions, speed limits, traffic control devices, the weather, and the lighting.
  • Take note of how the accident occurredthe direction of travel of the vehicles involved, and what the cars are doing at the time of the accident. It is significant to note that you will be asked to share your notes with the person you are suing or the person who is suing you if the accident may result to litigation.

Never admit liability.Even if you believe you are at fault, do not admit liability. There may be other factors which you don’t know that may turn the fault to the other driver. Do not make statements, on print or tape, to anybody at the accident scene, except for the police. Nevertheless, when speaking to the police, tell them only the facts of what happened. Let them make their own conclusion from the facts.

Seek medical care.See a doctor. This is to eliminate the probability of the inability to obtain “no fault” benefits for your injuries. There are statutes in every state pertaining to what the insurance can cover. If you do not see a doctor, you might find later on that the insurance company or the other driver involved in the accident argue that your injuries were not related to the accident. In addition, the “adrenaline rush” from the accident can mask symptoms, which a physical examination can otherwise reveal.

Tell the doctor your symptoms— any loss of memory, headache, blood or fluid in the ear, dizziness, disorientation, ringing in the ears, nausea, confusion, or any other unusual physical or mental feeling.

It is best to be safe. Report your symptoms so that a medical expert can rule out the possibility of a much greater damage.

Wikinews extended invitations by e-mail on March 23 to multiple candidates running in the Texas’ 6th congressional district special election of May 1 to fill a vacancy left upon the death of Republican congressman Ron Wright. Of them, the office of Democrat Daryl Eddings, Sr. agreed to answer some questions by phone March 30 about their campaigns and policies. The following is the interview with Ms Chatham on behalf of Mr Eddings, Sr.

Eddings is a federal law enforcement officer and senior non-commissioned officer in the US military. His experience as operations officer of an aviation unit in the California National Guard includes working in Los Angeles to control riots sparked by the O. J. Simpson murder case and the police handling of Rodney King, working with drug interdiction teams in Panama and Central America and fighting in the Middle East. He is the founder of Operation Battle Buddy, which has under his leadership kept in touch with over 20 thousand veterans and their families. He was born in California, but moved to Midlothian, Texas. He endeavours to bring “good government, not no government”. Campaign manager Faith Chatham spoke to Wikinews on matters ranging from healthcare to housing.

An Inside Elections poll published on March 18 shows Republican candidate Susan Wright, the widow of Ron Wright, is ahead by 21% followed by Democrat Jana Sanchez with 17% and Republican Jake Ellzey with 8% with a 4.6% margin of error among 450 likely voters. The district is considered “lean Republican” by Inside Elections and voted 51% in favour of Donald Trump in last year’s US presidential election. This is down from 54% for Trump in 2016’s presidential election, the same poll stated.

The International Monetary Fund (IMF) Managing Director Rodrigo Rato offered special relief funds for the countries victim of the tsunami disaster. The money is, however, in the form of a loan. The IMF has been present in the area on various occasions.

The IMF offered a one billion U.S. dollar loan. The money would be given as Emergency Natural Disaster Assistance facility, and would be repaid in full and with interests within 3¼ to 5 years.

The money could help the area tremendously, but since it is a loan as opposed to an outright donation, it may not be as helpful. The loan, some fear, may not lead to economic stability in the long run. Despite the possible long term effects, the governments of the tsunami torn nations may simply have no choice but to accept the offer.

Getting that desirable item at an auction can be daunting at best. There are tricks that any experienced bidder knows and uses to get their bids to the winners circle. Its easiest to get a grasp of the way to win bids at a live auction. What is Proxy bidding or Hidden bidding?

Online auction sites such as Ebay have implemented a Proxy bid option which allows the bidder to secretly enter a top bid amount into the system which is not displayed to any other bidders. This maximum proxy bid will not be listed until it has been out bid by another bidder. Other bidders can still bid on an item, but will soon discover that every bid they enter is out bid by the proxy top bid amount.

Done properly, proxy bidding is considered a closed auction, meaning other bidders cant see the highest bid until it has either been outbid or sold. To succeed in proxy bidding, the bidder must be knowledgeable on the actual value of the items they are bidding on. Otherwise, you may either lose a bid, or pay far more that the items actual worth.

What is Sniping?

Bidding wars are great for the auction seller, but bad for the bidder. Experienced online bidders prefer entering their bids in the last minutes of an auction to avoid upping the bidding frenzy created by current highest bid one-up-man-ship. As well, there is the psychological phenomenon of encouraging others to bid on an item solely because someone else has bid on that same item.

Online auction sniping may not be illegal, but most people frown upon it. Why? Because it gives the sniper the upper hand at the end of the auction to steal an item you thought youre going to win, right out from under you. Sniping is big business my friends, and if your not in the know on how to do it, you will lose at least half the time. Economists have determined that auction sniping is a price minimizing strategy for auction bidders as long as the auction has a rigidly fixed end time and the bidder can see the previous bids to gain a better knowledge of the real value of the auctioned piece.

One way some listers prevent sniping is by ending their auctions at random times. This involves not disclosing the actual end time in the last hour of the listing. This act has thrown a few snipers into a frustrated fit, but ultimately snipers are furtively working on ways to overcome that too.

A robotic system at Stanford Medical Center was used to perform a laparoscopic gastric bypass surgery successfully with a theoretically similar rate of complications to that seen in standard operations. However, as there were only 10 people in the experimental group (and another 10 in the control group), this is not a statistically significant sample.

If this surgical procedure is as successful in large-scale studies, it may lead the way for the use of robotic surgery in even more delicate procedures, such as heart surgery. Note that this is not a fully automated system, as a human doctor controls the operation via remote control. Laparoscopic gastric bypass surgery is a treatment for obesity.

There were concerns that doctors, in the future, might only be trained in the remote control procedure. Ronald G. Latimer, M.D., of Santa Barbara, CA, warned “The fact that surgeons may have to open the patient or might actually need to revert to standard laparoscopic techniques demands that this basic training be a requirement before a robot is purchased. Robots do malfunction, so a backup system is imperative. We should not be seduced to buy this instrument to train surgeons if they are not able to do the primary operations themselves.”

There are precedents for just such a problem occurring. A previous “new technology”, the electrocardiogram (ECG), has lead to a lack of basic education on the older technology, the stethoscope. As a result, many heart conditions now go undiagnosed, especially in children and others who rarely undergo an ECG procedure.

On Sunday and Saturday evening, Australian store chains Woolworths and Coles lowered their purchase restrictions on toilet paper to two and one package per transaction in all stores on national level, respectively. ALDI also introduced a one-pack limit, on Monday. These limitations were posted as messages on the checkouts, and on the chains’ Facebook pages. Buyers were reportedly stocking up due to fears of COVID-19 in case people need to self-isolate. On Wednesday, Woolworths also limited toilet paper purchases for home delivery to one pack per order.

These changes followed the previous four-pack per transaction restriction introduced by Woolworths and Coles on March 4 and 5 respectively. Coles, in its March 8 media release, reported that with the four-pack restriction in place, “many stores are still selling out within an hour of delivery”, and called the demand “unprecedented”, while ALDI, in a Facebook post on Tuesday, called it “unexpected”. Sales went up in a “sharp increase” last week, according to a Woolworths spokesperson. Costco’s store in Canberra also limited the allowed amount to two packs last week.

To further alleviate the shortage, Coles ordered bigger packages from suppliers and increased delivery frequency, Woolworths ordered extra stock, while ALDI made stocks for a planned Wednesday special available early. Russell Zimmerman, executive director of the Australian Retailers Association, said that retailers try to raise stock, but local council restrictions on the timing of truck-deliveries make it hard. He expects rising production costs, as suppliers try to meet demand, and fewer specials. On Tuesday, ALDI announced that following the early release of stock, some stores can’t run the Wednesday special.

In a News.com.au report, Dr Gary Mortimer, retail expert from Queensland University of Technology, said the stores fill the stock every night. He remarked toilet paper is a bulky item, leading to low quantity of stocks in numbers, and, when sold out, leaves vast shelf spaces empty, hardening the feeling of a shortage. “Coles and Woolworths have a view [that] if there was plenty of stuff on the shelf, if product like toilet rolls and sanitiser could be [bought] and are there in quantities, you would probably minimise the panic” said Russell Zimmerman per ABC News.

Recycled toilet paper producer Who Gives a Crap said on last Wednesday they’d run out of stock. Kimberly-Clark, which makes Kleenex Toilet Tissue, and Solaris Paper which makes Sorbent, emphasized they were working 24/7 to maintain the supply, according to the News.com.au report.

Domain.com, a real estate site, reported some property sellers offering free toilet paper to the first bidder on auctions in Melbourne, when fewer auctions were held because of buyers having time off on the long weekend of Labour Day. The Thursday edition of NT News, a daily printed in Darwin, included an eight-page insert meant to be cut up and used as toilet paper.

The stores were originally reluctant to impose restrictions, according to a report from ABC Australia on March 3 in which they said they had no plans to introduce restrictions on the purchases.

Russell Zimmerman added that other products are also in high demand, including masks, sanitiser, dried goods, handwash and flour. Similarly, outside of Australia, on Sunday evening online British supermarket Ocado was observed limiting purchases of Andres toilet paper to two 12-roll packs.
